The Inner-Sanctum:  Party Lines Blur for Cincinnati’s Power Elite

In an article in today’s Enquirer article about the Empowerment Corporation and Dale Mallory, Greg Korte seems to accidentally kick the door open on Cincinnati’s political inner-sanctum—the backdoor club of power players who’s alliance to each other has nothing to do with Party lines.

Consider the following excerpt:

The Empowerment Corp. has begun to answer some of the allegations publicly, however. Last week, it jettisoned its old law firm, Dinsmore & Shohl, which had advised a strict “no comment” policy, and hired Taft Stettinius & Hollister.

Its lawyer is now Bill Seitz - the same Bill Seitz who represents Green Township in the Ohio House of Representatives. He is a Republican; Mallory is a Democrat.

“The board wanted a more aggressive approach to represent the interests of the Cincinnati Empowerment Corp.,” Cleveland said.

In a letter he sent to HUD Monday, Seitz called the controversy a classic case of “don’t believe everything you read in the newspaper.” He said the issues were stirred up by Dale Mallory’s Democratic primary opponent, former Hamilton County Recorder Eve Bolton, and a group opposed to a proposed West End social services center that the Empowerment Corp. supported.

Republican Bill Seitz endorsed Mark Mallory for Mayor in last year’s election.  In fact, many Republicans threw their support behind Mallory—despite the image Pepper had of being more like a Republican than a Democrat. 

Some analysts have argued that this Republican support of Mallory was part of an elaborate scheme to stop David Pepper—an up-and-coming politician—before he achieved a high-profile office like Cincinnati Mayor.  Despite his famous father, the Pepper family remains on the outside of the political inner-sanctum.  John Pepper might have the Freedom Center and Disney under his belt, but his name never seems to appear in local circles with the same reverie of a Carl Lindner—despite being a wealthy, local Republican, too. 

The Pepper family just doesn’t connect in the web of dots that plagues the political landscape.  Above, we see Republican Bill Seitz, former endorser of Mark Mallory for Mayor, representing Dale Mallory in this recent scandal.

Seitz, of course, is connected with the other big-named insiders:  Phil Heimlich, Carl Lindner—and even to a lesser degree Tom Brinkman, whose COAST connections highlight another player who gets little press in the mainstream, Christopher P. Finney, Esq.

Just check out this excerpt of a press release from the Phil Heimlich campaign, entitled ”Heimlich, Leis and Lindner Announce Plans to Build a New County Jail”:

At the press conference, State Rep. Bill Seitz announced his efforts with other members of Hamilton County ‘s state delegation to work with Heimlich, Leis and Lindner to secure $15 - $25 million in state funding for the new jail, which will lower the amount needed to be funded by local tax dollars.

“This is not a sales tax increase. It’s a property-tax reduction,” said Brinkman, founder of the Coalition Opposed to Additional Spending and Taxes, or COAST. “Our goal has always been to keep (government) spending at the rate of inflation or lower - and we get a jail out of it.”

The indirect connections get even more strange when you start looking at contribution records.  Phil’s father, Dr. Henry Heimlich, gave Dale Mallory $1,000 on March 23rd.  Additionally, Chris Finney gave Dale Mallory $200 on April 22nd. 

Then, consider the lightning-rod that started the controversy surrounding Dale Mallory—CityLink.

CityLink is supported by OneCity—a non-profit incorporated by Mark Stecher, and the legal work was performed by none other than Taft Stettinius & Hollister (that’s Bill Seitz’s firm, as mentioned above).  OneCity purports to be a God-loving organization, and they have supported the proposal for CityLink.  This isn’t the only intersection of politics and religion when it comes to these guys. 

The Cincinnati Beacon has already covered extensively Phil Heimlich’s connections to cult evangelical Bill Gothard.  Phil Heimlich’s friend and business partner, Chris Finney, has represented the Answers in Genesis Creation Museum getting ready to open in Northern Kentucky—an organization that has an unusual fixation on dinosaurs.

And while speaking of tangled webs of influence, let’s not forget Richard Weiland (click here, or here, or here).

Mallory et al., Heimlich, Brinkman, Seitz, Lindner, Weiland, Finney—all of these names are just a few on the roster for Cincinnati’s inner-sanctum.  This is not about party affiliation, or race—this is about an unbroken chain of power and influence.  Keep your eyes and ears alert, in the event that someone cracks the door again.  Try to see what’s inside!

    The person you are seeking will be in Court @ 9:30 to see the CityLink zoning appeal.
    The Truth Squad has a great case, BUT their case will be heard by a REPUBLICAN. The republican/religious right cabal may have their way despite the merits of the case.
    You hit a home run with your story Dean. The Mallorys have always been house you know whats for Lindner, Heimlich and the Republicans.
    The CityLink deception led to Dale’s impeachment. Dale’s impeachment caused him to close WECC accounts after his ouster, to hide his incriminating transactions. Dale’s financial report lead to looking at the EZ. The EZ opened a pandora’s box of questionable transactions and connections. The EZ caused people to see the same people “lost” $800,000 Genesis loot. The Dale campaign caused us to see the Heimlich, Finney, Stecher contributions to Dale.
    It’s been a great big secret. These folks made their secret deals and sue the innocent folks that smelled a rat and then did the right thing.
    This is about the little guys standing up to the Mallory Mafia and their republican backers.
    Dean, talk to the folks in that courtroom, you will get an ear full.
    We missed you at the WECC meeting. There was a great presentation by the Chief and a yet to be publicized key Empowerment Board appointment.

    All of the secret deals all are becoming public........right at the time of the CityLink appeal.
    They guy that screwed the pooch was Dale Mallory. He thought he could s**t all over his neighbors and they would politely take it. All his lies and secret self serving deals are now public and the FBI is looking at his crimes.
    This won’t go away.

    Great post.  Politics in this town are about consolidating personal power, not in advancing a political agenda.

    A couple more connections for you.  If you look up the CityLink Center on the Ohio Secretary of State’s website, you will find that Chris Finney is listed as the “agent”.  Dick Weiland tried to broker a deal with Dale Mallory and the WECC to make Dale’s problems go away.

    You make an odd point about Pepper not being one of the establishment.  That makes him sound all the better in my opinion.  I can see the Republicans wanted Mallory out of fear of Peper’s rising star.  Not much to fear about Mallory, he simply isn’t that bright and he can be bought.  No problem for Republicans there, that decision is a no brainer.

    --Anyone notice that the COAST (Coalition Opposed to Additional Spending and Taxes) seemed pretty gleefull about additional spending and taxes in that article, as long as that additional spending and taxes were paid for by somebody else? That isn’t anti tax, that is just anti paying the tax.

    Fucking hypocrites, Jesus Christ is here to smite them all.

    Well done, Dean! Bravo!  I warned the Truth Squad this morning when I saw this story that Bill Seitz is a cut throat. More plainly put, the boy is ruthless.

    He works in a pack of like minded individuals. Many years ago while fighting the Colerain Connector, we had to go toe to toe with this boy. Lost many nights of sleep thinking of how to outwit him.

    It can be done, but one must be extremely strategic.

    All your observations tie into the theme that Korte/monk/12 are covering.
    You took the pieces and tied it nicely together.
    If CityLink is the “lightening rod”, what was it/is it that makes CityLink so damned important to these guys?
    Did Dale’s hamhanded behavior paint everyone of them in a corner?
    It seems that the EZ, Dale and CityLink think they must save face and continue their wayward paths.

    The powerful money trail pushing CityLink is huge.  Crossroads Community Church is well connected and they are determined to get their way.  It is both the Will of God and Phil Hindlick.  These people will crush you if you get in their way.

    The point that people don’t seem to understand is that Dale Mallory is just a small player in this.  He is just a pawn who was bought off by the big boys for their larger agenda.  That gave him a statehouse seat that nobody really cares about.  They have bigger fish to fry.  Pathetic little Dale just wants the handout, he isn’t involved with the big boys in the deep meetings.  They threw him a bone for his brother, who has been covering his ass.  They will even make those Community Council Checks go away.  These people get what they want, and screw you.

    Was the entire board involved?
    How are these key decisions made?
    What are the CEC’s “best interests?”......cover Cleveland’s ass?  or promote transparancy, full disclosure and accountability?

    Dale used those stipulated lies to sue 1/2 of Cincinnati. Do we have a case to sue Dale for the damages his “stipulated” lies caused?

    Dale Mallory was paid to support CityLink while he was the WECC President.  At least they are admitting it now.  Dale tried to deny his community a vote on the project.  Even after the community voted against the project he was paid to meet with CityLink and devise a strategy to overcome community opposition.

    Why send Dale to the Statehouse, he seems perfectly ready for Washington right now.  What a sellout.

    Way back in ancient times, everyone in this City, regardless of who they are/were, would have put up a collective cry that Big Daddy Mallory & his picture perfect family were being framed.

    Not today. Too much is known. Truth be told, Big Daddy put together a meeting in that ominous back room, with power brokers, & cooked the deal over expensive cigars & fine brandy.

    Think about it. What else could he do? Dale was unemployed & unmarketable. Daddy had to find something for Dale to do so he could be shaped & groomed to go upstate.

    One Advocate, there’s a lot of people out here who have worked with the Mallory Family for many years. The shock factor has worn off & folks are angered, bitter & disappointed at the betrayal.

    I can almost believe that the old Democratic Party Boss, the late Socko Wiethe is flipping over in his grave over this crap. Back in those days, he was the ONLY one to call the shots & it went his way. And it had to be kept relatively clean. A politician had to keep their dirty dalliances quiet & locked down. That’s why no one ever saw Daddy Mallory parade his kids by several women in public.  That would have been a major scandal.

    lobbyist-banker green is her color; she’s easier to deal or sleep with than any community of different minded citizens. her odd glare uncovers the boys as disloyal cads that cannot be believed in their collusive cabal. even the hardiest moral politician has fallen to these local charms. few stand tall.

    Socko Wiethe was before my time, but I was told that Bill Bowen and Bill Mallory were always looking to make an EZ buck, and Socko was always bailing them out.
    I’m told Bill Mallory “wanted to do an IPO on himself” when he was rep. actually to incorporate his bribe income.
    Socko had a flow of revenue from the Driver’s licence bureau on Central Avenue. He cut in Bill Mallory and then Democrat Bill Cunningham for about $500/month in the 70’s.
    Small change but quick and shady money. BTW, Ken Blackwell was a democrat back then. Dean, parties don’t matter....it’s the back room deals of the power brokers.
    Dale is a thief, will sell out to anyone, and is dumber than a box of rocks.
    He will make a great state representative.

    I hired Dale because he lives in the Empowerment Zone.

    The CityLink project was in the Empowerment Zone and a GOOD project.
    Untill anyone looked at a map.....then it’s a bad project....and I’ll hire TSH lawyers to throw Dale under a bus.

    Don’t look at my $200,000/yr compensation package. It’s hard work feeding all those Beattys.

    The HUD audit is going to find plenty of funds expended on projects that are outside the Empowerment Zone.  The HUD website has an EZ address locator, where you can type in the address and see if any property resides within the zone.

    Yes indeedy, Socko’s Ghost, Socko Wiethe & Sid Weil were always tightening the choker chain on Daddy Mallory & Bill Bowen. Most of the time, one couldn’t find Senator Bowen. Not even his constituents. Basically the only time you saw him was when it was election time. Then, he’d show up, shaved, barbered, smelling sweet & looking like a dandy. Daddy Mallory showed up in the wards when he was called on the carpet by the bosses & was ordered to get out there & talk with the folks.

    When the folks knew he was going to visit a neighborhood, they’d roll out the BBQ grills, cook up a nice All-American feast, everyone would break bread, listen to political updates & everything would be swell, hunkey-dory. Generally, Mallory would drag Bowen with him, seeing these 2 boys were always in the dog house.

    One of Socko & Sid’s smartest moves at that time was Rep. Helen Rankin.  The late Rep. Rankin was a hard working, honest woman, busted down barriers & she got her constituents exactly what they wanted & needed. Mrs. Rankin didn’t play dirty politics, nor hanky panky. She took her job very seriously. I was deeply saddened when she retired & devastated when she passed away. She was Cincinnati’s heroine in Columbus.

    That is true that Daddy Mallory wanting to conceal his bribe money. Not only did Socko get dibs off License Bureaus & that came close to being a huge scandal, real close - Socks was also on the take on liquor licenses.

    Politics compared to today, that was chump change & the politicians insured the police & their families were well taken care of at Christmas time. Widows of police officers & the children raked in over the holidays. Firefighters, too. That’s just how it went. If those boys weren’t stretching the law as to be outrageously illegal, the police let them go. Why create a mess & have ‘em before Judge Shannon, Judge Schwab, Judge Mestemaker & get the goodies & the extra pocket money cut off?

    Now, it’s winner take all & there’s plenty of crooks in the pot thinking they’re going to be a winner. It’s a much different society & money needs to be accounted for. The standards have changed & there’s such a thing as accountablility.

    However, the Mallorys think this is still the 60s & the 70s. JFK is still president, the Mallorys are still fighting segregation, Castro’s blockaded & the Berlin Wall goes up tomorrow.

    A wise attorney told this to me ages ago - you can push your money & interests from one corner to the next & eventually it will catch up to you. Since that time, I’ve watched Marvin Warner get backed against the wall, Dickie Weiland, & countless others. Then when Daddy Mallory started pimping his products of stud services, the clock started ticking down.

    The Mallorys have no one to blame but themselves for the mess they’re in now. No one. Bill Seitz, that ruthless crook, will have to move heaven & earth to clear up this entire mess. There’s too much evidence out there that he cannot ignore & wave off.

    Ghost, thanks for the walk down memory lane. In looking back, one sees how wrong it really was & it’s led to what’s taking place today. But back then, the folks were blinded by politics. They trusted their politicians to do them right.

    Dean, Socko’s Ghost is right. Parties are a name only. If one won’t endorse & back you, the other one will, if the butter is thick enough on the bread.

    Basically, they all do their dirt in the same pot. When there’s like-mindedness amongst a group of them, that’s when the back room door is opened, everyone takes a seat & the deal’s cooked. There’s a little something for everyone after talking over the deal.

    If the particular deal on the table isn’t exactly to one’s liking, they’re encouraged to stick around. The promise is that the next time around, we’re going to take care of your pet deal.

    In their minds, all these party affiliates (& that includes the lesser parties, too), it’s all about the art of the deal & how much in “commissions & concessions” they can get off the thing. Party affiliation really doesn’t mean spit. You just keep your eye on the cast of characters sashaying into that back room.

    Back in Socko Wiethe’s times, when he was a for-real Party Boss, there were the dirty deals, but, gosh gee whiz, at the end of the day, your constituents HAD to be listened to, taken care of & their demands met promptly. If you couldn’t do that, your name didn’t go on the ticket the next time around. That was law, the end of your political career, end of your story.

    Dean, don’t be shocked or surprised that there’s a mix of parties at that back room table. That’s been going on for ages. Everyone is scratching each other’s backs.

    Do you understand why anti-spam is important?

    Scanning the above 29 comments, has taken far more time that the comments are worth. With the possible exception of two, they are all anonymous comments. Why do you go though the charade of “stamping” a name?

    The line of reasoning or logic in the above comments is as long and continuous and consistent as the sentence in which it appears. Where is the intellectual conversation?

    No, Dieter, Spambots crawl the web looking for places where they can post—everything from advertisements about herbal remedies to porn.  Once they find an outlet, they can hit pretty regularly.

    Moderating comments from actual human beings is one thing; sifting through computerized spambots is another.

    Yhe Impeach Mallory blog has just posted the incriminated check that DALE SIGNED 3 months AFTER he was impeached from office.
    It also outine the race baiting TSH strategy.
    Those guys are pointing fingers at the blogs and want to go off scott free.
    Guilty as hell........but that’s OK if you buy a good republican lawyer to clean up your democratic/republican/back room deal mess.

    I’m old enough to remember the old radio progam, Inner Sactum.  One of its sponsors was a P&G product, Lava soap.  The way the announcer in its commercial spelled out L-A-V-A, was just as scary as the program.

    All I wanted to say, really, is that Sinincincinnati’s Power Elite should be named the “Inner Stinktum.”
