Why does Phil Heimlich avoid legitimate questions and make petty personal insults?
No, not another video of The Dean chasing Hamilton County Commissioner Phil Heimlich to his car—but close. This time, watch what happens when Justin Jeffre tries to ask Heimlich some simple questions. What’s becoming more shocking is not the manner with which Heimlich refuses to speak, but his propensity for petty personal attacks and pointless insults. Is this really something we expect from the character of a public official? Shouldn’t Phil hold himself to a certain behavioral standard more becoming of an influential leader?
Background on the Questions
Jeffre’s first question concerns whether Phil Heimlich ever accepted commissions from the International Association of Character Cities. (Read more history about that here, or here.)
Next, Jeffre asks about Heimlich’s history of business relations with Chris Finney regarding something called The Three Centurions. Given that Heimlich appoints Finney to influential County boards, any business relationship between them seems relevant.
Thirdly, Jeffre asks if Phil has ever lost a home to foreclosure (following up on how Phil tried to ridicule me the previous evening). Seems Phil might not have lost to foreclosure, but he may have had an investment gone so bad that mommy and daddy had to bail him out—see this comment. Allegedly, things got so bad Phil had to move back in with his parents until he turned 40.
Fourthly, Jeffre touches on Phil’s overturning of the voters’ will with the Drake levy.
Finally, Jeffre asks about Phil’s relationship with Mike Daly. As you can see in this transcript, it looks like Phil might have been prepared to do a favor for Daly after receiving a large campaign contribution.
Leadership and Insults
Should elected leaders make base, pointless insults? Twice during this video, instead of answering simple questions, Heimlich resorts to attacks. See for yourself:
(Video requires the free Flash Player.)
What’s most noticeable is how Phil actually decided to come back around to Justin, stop the car, roll down the window—only to make a lame joke about how he likes the Supremes better than 98 Degrees. (If you haven’t been following along, Justin Jeffre is a member of that pop band.)

Who knew Phil loved Diana Ross and the Supremes?
Not that there’s anything wrong with that….
24 Sep 2006 at 08:18 pm | #
What do you mean?
Why would there be anything wrong with that?
24 Sep 2006 at 08:57 pm | #
quote of the day, fuck you. Nice Justin. Phil is so shady!
24 Sep 2006 at 08:59 pm | #
They have a big following in the gay community Dean. There are alot of drag queens that dress up as DR.
24 Sep 2006 at 09:00 pm | #
phil is flunking politics 101 here. go on and get all the info out and get it over with before the voters are tuned in.
24 Sep 2006 at 09:29 pm | #
BTW,
Dean, what’s the deal with that tool pushing JJ around at the end of the video? Who is that guy, does he work for the City, County or some parking company? Can you or Justin please tell us a bit more?
24 Sep 2006 at 09:43 pm | #
Jeffre,
To quote Snoop in “Starsky and Hutch” - “Damn. You just moved up a notch in my book. That puts you at notch one.”
Keep this up and who knows, I could be number 709 next year.
Good Job (seriously)

Deano- The Supremes are all Women!!! Little slow on the uptake dearest!
98 Degrees is more his speed- Young boys in show biz!
24 Sep 2006 at 11:23 pm | #
This and the other clips show Phil’s true “character” as his political career is coming to an end. Ask the boy if he ever sold drugs and why he wasn’t hired as attorney by the Feds so many years ago. Sometimes the truth penetrates the fog.
25 Sep 2006 at 05:04 am | #
What’s strange is how that happens as Justin was walking off the parking lot anyway. Two muscle-heads decided to punk him around. It doesn’t make sense. If they really wanted him off the lot in a hurry, all they had to do was be quiet an extra ten seconds.
One must wonder if Phil’s friend in the passenger seat had dial-a-thug programmed into his phone.
25 Sep 2006 at 05:14 am | #
Hey, who is that guy with Phil, anyway? Is that a campaign worker, or a County worker?
25 Sep 2006 at 06:47 am | #
Hey, who is that guy with Phil, anyway? Is that a campaign worker, or a County worker?
He works for the county: Mike Schrimpf.
Mike and his brother Chris had their own PAC pushing a state TEL amendment. Their father Tom is an ear, nose, and throat MD. Dad’s name is on the OhioTel corporate filing.
Young Mike wrote this pro-TEL 7-13-04 op-ed published in the Enquirer. Young Chris is cut from the same conservative cloth. The Enquirer published one of his op-eds earlier this year.
Public records show both Mike & Chris are 24. Eeek! Twin Young Repubs?
25 Sep 2006 at 06:58 am | #
If he works for the County, why is he tooling around with Phil Heimlich at campaign events, in the middle of a Thursday afternooon? Shouldn’t he be at work for the County?
Isn’t that some kind of co-mingling between resources paid by our taxes, and a political campaign that should be privately funded?
25 Sep 2006 at 07:30 am | #
If he works for the County, why is he tooling around with Phil Heimlich at campaign events, in the middle of a Thursday afternooon? Shouldn’t he be at work for the County?
Here’s Mike Schrimpf’s contact info at the County which says he works for the Administrator. That’s Patrick Thompson. Why not ask him?
25 Sep 2006 at 11:56 am | #
24, that’s a little older than Phil usually likes. Phil’s favorite song is “Baby Love” if you know what I mean. I don’t think County employee’s are allowed to campaign. I guess there “Aint no mountain high enough” or law strong enough to keep them apart.
25 Sep 2006 at 01:31 pm | #
is phil ever going to get the hint that maybe he should talk to justin or the dean instead of walking away. It would be better to say no comment then to walk away like a little punk
25 Sep 2006 at 01:50 pm | #
Dean, that #15 comment by Hotown appears to violate the Brinkman rule. Please consider deleting.
25 Sep 2006 at 02:50 pm | #
think that comment might be a little below the belt there. there are plenty of legit issues that you can attack heimlich on. lets keep some of the gutter stuff out
25 Sep 2006 at 03:12 pm | #
Another Beacon volunteer validated comment #15. I see what you mean, but at the same time nothing is stated explicitly, and it is creative. Is that enough to save it?
I wonder, sometimes, how tightly we should moderate…
25 Sep 2006 at 04:14 pm | #
depends on how seriously you want to be taken as a website.
25 Sep 2006 at 04:44 pm | #
formerly f:
I have toyed with the idea of becoming more restrictive. This site is best when comments are on topic with good discussion. Deleting silly comments would help. But then it would foster the idea of censorship. How to balance?
25 Sep 2006 at 05:56 pm | #
it is a hard balance to strike on some of the fringes but some of the more obvious cases are easy.
I dont think most people would consider it censorship to learn that a comment accusing heimlich of liking younger men or pepper being gay is not included in what is supposed to be a serious discussion of the issues.
You have taken out parts of comments that i have made in anger toward other posters and I have not held that against you as they were not on topic and personal. I realized i have stepped over the line and I have continued to read and comment on your site without reservation
I have always taken the opinion that censorship is the prevention of ones point of view from being expressed. That I think you should guard against.
On the other hand if someone is spreading a rumor or making something up you arent preventing a point of view from being expressed mearly stopping them from using your site to spread rumors. I think it is beneficial for both this site and basic discourse to prevent that from happening
just my two cents

Phil’s the only one that needs to worry about being taken seriously. Instead of answering simple, legitimate questions he makes personal attacks (that are off topic)and jokes that aren’t funny.
While #15 comment wasn’t that funny, it was creative and more importantly raises a valid question. Was Phil’s friend a County employee and isn’t it illegal for them to campaign? I think they’re right!
f, always tries to change the subject and attack the credibilty of the Beacon even when it’s another anonymous commenter and he knows it. Sounds like a play from Team Hiemlich’s play book.

Some of Phillie’s campaign funds have shown up this weekend! Finally Yard Signs!!!! Only 3-4 weeks behind everyone else.
Who’s idea was that- Commando-Gorrilla marketing ain’t gonna work Phillie.
You’ve already shot yourself in the arse!
Anyone But Phillie Forever-
Three Centurions Never!!!!

I would suggest addressing phil as “Mr Heimlich” when trying to interview him.
26 Sep 2006 at 07:32 am | #
How about addressing him as Dr.Son Heimlich?
Mr. would even garner his respect because he is in his own world with Barbie and Ken. And they all live in the DreamHouse where everything is perfect.
All this has done is caused them to have to face reality of their past actions. Nothing will work to get him to answer any of these questions unless that is in a court of law and then I question that!
26 Sep 2006 at 08:05 am | #
I would suggest addressing phil as “Mr Heimlich” when trying to interview him.
How about “my liege”?
Actually I can think of some other suggestions of what to call him, but that would lower the tone of the debate.
...oh fuck it, the guy’s a crook and a hypocrite, spouting Jesus babble and meanwhile using his job to enrich his patrons, his cronies, and himself. If the local media was doing their job, he’d be in jail .
26 Sep 2006 at 01:39 pm | #
when you are a website that approves comments they you do have to answer the questions of credibility for something like that. sorry
i am not a heimlich fan and would probably vote for pepper (as i did in the mayor’s races) were it nor for the thought of portune as the president of the commission so dont accuse me of being part of “team heimlich”. you make yourself look silly when you act like you know something like that
26 Sep 2006 at 03:20 pm | #
“when you are a website that approves comments they you do have to answer the questions of credibility for something like that. sorry”
Dean, formely f doesn’t like jokes made on this website even though he has made rude comments in the past. Does he have the credibility to judge? Maybe he should start his own site, contribute to the beacon or shut the fuck up. Just a thought.
Have you complained to the Enquirer blog? They moderate and allow all kinds of things on there.
26 Sep 2006 at 03:37 pm | #
Here’s an e-mail I got today from a friend who just saw this latest Heimlich video:
I am telling ya, that was hilarious. I can’t believe Justin followed him that whole way. And the background music was perfection. Really, a great piece. But of course, tragic at the same time.
I LOVED IT!
26 Sep 2006 at 05:17 pm | #
I think we have a new reality show- The Philip Heimlich Reality Show.
There is no reason why we can’t have a weekly version of Phil running away from a camera and microphone, losing his car, almost running over people, different shades of pale, making nasty remarks about people, making comments about the Supremes, and then sending over a pay lot flunkee to chase JJ. This is better than anything Hollywood could write. Bring it on Phil! You are a great laugh!
27 Sep 2006 at 02:19 pm | #
i do find jokes about “baby love” offensive. if you dont you are sick.
I have said things that offended people in the past. many times they have called me out on them or they have been deleleted. does that method of response only work for you if it is an attack on someone else or what is your method of determination as to whether it is an acceptable behavior? Going to write back “f is for finney”?
i think no one on any blog has much credibility. that is the blog worlds biggest challange would you argue that point as someone with a fake name of NAMBLO?
27 Sep 2006 at 05:04 pm | #
you’re a pussy dude. you follow people around and humiliate them but can’t take a little jab yourself? you need an ass beating
27 Sep 2006 at 11:39 pm | #
Si, quick hypothetical question for you. What would be your reaction if you found out a well-known local hard right Republican politician who made his reputation in part by being a high profile critic of civil rights protections for gays was, in fact, a closet queen?
Like I said, purely hypothetical.
28 Sep 2006 at 12:41 am | #
I did not know the Phil is spelled Si(#33)!
28 Sep 2006 at 10:41 am | #
anon, I don’t give a rats ass if you’re gay. The chairman of the Franklin County Republican Party is gay, as well as Jim Kolbe R-AZ. Is the Dean gay? Do I care? All I know is he needs to stop his anti-semetic journalism, and buck up to take some jabs himself. I mean, you’d expect a guy with a pink polo tucked into dickies to be able to take some personal attacks.
28 Sep 2006 at 04:24 pm | #
Si, you’re so full of shit. Where’s the anti-semetic journalism? Please provide some proof.
You’re the pussy Si. Your anonymous drivel lacks any substance. The Dean takes personal attacks everyday from you and Finney. You guys want to change the subject from Phil’s shady dealings. Why is Phil too much of a pussy to answer simple questions? Why does he have so much to hide?
I don’t think you’re capable of giving anyone an ass beating. We don’t care that Phil’s gay, it’s just weird that he now pushes an anti-gay agenda. How does he sleep at night?
28 Sep 2006 at 04:50 pm | #
Slow down, PhilSi!
We don’t “know” that Phil is gay. I just keep hearing about it from various parties. It’s just a rumor!
But The Whistleblower sure has a lot to say concerning rumors of Pepper’s sexuality. Why the discrepancy?
28 Sep 2006 at 04:50 pm | #
What’s wrong with my pink shirt?
Perhaps I am a proud metrosexual.
29 Sep 2006 at 09:33 am | #
Woah now everyone. We’ve all resulted to personal attacks. First of all, I’m not anonymous, I’ve provided an email address and everything.
A) I support David Pepper for council. I also hate Chris Finney, Duffy Beischel, Tom Brinkamn, the whole clan.
B) I don’t think Heimlich’s gay, I don’t think the Dean is gay, I don’t care if either were. What I do think is funny is his fashion, and if that makes me gay, so be it.
C) All I was trying to say, is that the Dean follows around a man who has been elected to office as if he is just some disrespectful man who’s abused little girls or something. Dean, I don’t care if you don’t like Heimlich, I don’t either. But give the man some street cred dawg. I think it was an awful political move for him to get his panties in a bunch from your harrassment and research what he could about you. But who gives a shit. He’s going to lose, if he wants to try to ruffle your feathers, which you’ve now let him know he’s done, who can blame him? Granted I enjoy seeing this stuff, it’s interesting seeing Phil so candid, but you gotta take some stabs brother.
D) You’ve focused all your time on Phil, it may be because it’s so easy, but also because he’s clearly a Jew. I didn’t have suspicion you were anti-semetic until you showed that tape of you guys loving on the Nazi’s at the Blue Ash rally, and that just ain’t straight. Granted, I love watching you rip on Joy Rolland, she’s a crazy bitch. But I have my own bias too, I’m just calling the kettle black.
E) Can you stop following around Wulsin more?
F) Can I stop being so metaphoric?
Finally, nothing’s wrong with being metrosexual. But there’s a hell of a lot wrong with trying and failing.
29 Sep 2006 at 04:30 pm | #
I’m a dumbass. I meant resorted to attacks. David Pepper’s running for Commissioner, I want him to win. Please START following around Wulsin. I was hungover. Thanks
29 Sep 2006 at 04:42 pm | #
Some responses to the itemized list above:
B) I don’t know if Heimlich is gay, either. But if he IS gay, that WOULD be news—not because he’s gay, but because he is so anti-gay in his politics.
C) I hope you are right, that he is definitely going to lose! I can take some stabs, much better than Heimlich, according to our tapes!
D) That is ridiculous. Firstly, Phil is a born-again Christian. Secondly, I have no problem with people on the basis of their ethnicity, religion, sexuality—anything. Well, let me be honest. I don’t like Mormons, or the Nation of Islam. I think they are absurd… I also hate Nazis. But they do have a right to their speech, don’t they? Just like Kabaka did, and just like you do…
E) By the time the campaign hit high gear, she has offered “answers” for several of my initial inquiries. But don’t you worry; I’m not finished with her by a long shot.
Are you calling me a failed metrosexual?
I always wished there were something called “agri-sexual” (for “agricultural”).
29 Sep 2006 at 04:59 pm | #
She’s a crazy progressive, it’s really comical listening to some of the things she says. I know Phil’s a born again Christian, but you could also call him a messianic Jew. I’m glad you hate Nazi’s and Islamic radicals, they suck pretty huge kahoona. So does Thomas Burke.
That’s pretty funny, agri-sexual, I think that could catch on. Could possibly catch on in the Blue Collar Comedy tour world. Pretty funny to think about though. Alright Campaign predictions, time to get a dose of Republican thoughts.
Chabot and Strickland close, Pepper, Schmidt, Mary Taylor, Greg Hartmann, Betty Montgomery, Cordray, DeWine, Pryce and Padgett will pull it off, Chuckie Wilson will win. Cupp and O’Donnell. Let’s see, I can’t think of any others I really care about. I want to hear what you think, and if you pick all Demo’s I’ll be pissed.
29 Sep 2006 at 05:08 pm | #
“You’ve focused all your time on Phil, it may be because it’s so easy, but also because he’s clearly a Jew. I didn’t have suspicion you were anti-semetic until you showed that tape of you guys loving on the Nazi’s at the Blue Ash rally, and that just ain’t straight.”
Si,you’re right, you are a dumbass! You’re anonymous to everyone but the Dean. What are you talking about with this anti-sematic loving on the Nazi’s BS?
“All I was trying to say, is that the Dean follows around a man who has been elected to office as if he is just some disrespectful man who’s abused little girls or something.”
He is a disrespectful man who’s done a number of bad things. The Dean has written him letters with legitimate questions for like two years and never any response. Phil’s a little disrepectful public servant that’s running for office and he can run, but he can’t hide!
“Dean, I don’t care if you don’t like Heimlich, I don’t either. But give the man some street cred dawg.”
Like you said you’re a dumbass.
29 Sep 2006 at 07:51 pm | #
Sidawg. Why are you so much better as to call me a dumbass? How have you proven to be such a smarter guy than me. I guarantee I know more about any race than you do, not about personal feelings about the race such as what the Dean has done for years, but about any race.
