Charlie Winburn’s NAACP Questionnaire

Charlie Winburn says he didn’t have enough notice to get answers submitted in time for the NAACP print voter education guide.  So here is an electronic version of his responses!

1. Do you believe that the city should tax stock-options of companies for the purpose of generating revenue for the City? Please explain. (75 words)

I have in the past opposed taxing stock options. However, I am open for further discussion. We need to find other alternatives for generating income and balancing the budget.

2. Do you think the current system of electing City Council members is fair? Do you support (a) Proportional Representation, (b) a District System, or (c) the current “9X” system? (50 words)

I am not opposed to Districts. I support a combination of Districts and an At Large election system.

3. Do you support the Hamilton County jail tax? (50 words)

I do not support the jail tax. The tax is too high.

4. Do you support the anti-marijuana ordinance? Please explain. (75 words)

I do not support the anti-marijuana ordinance. This ordinance will become a burden to police, judges and contribute to jail overcrowding.

5. Do you think that health and human services funding should be set permanently in the city’s budget, as to never go below 1.5%? (50 words)

I support Health and Human Services at the level of 1.5%. I am developing an alternative plan to engage major corporations to fund this initiative.

6. Are you willing to bring economic development and planning functions back to City Hall? (50 words)

I am open to the discussion of bringing economic development and planning functions back to City Hall.

7. What specific steps should the city take to improve environmental conditions in the areas with the most serious environmental problems, and citywide? (100 words)

I support environmental justice. We must crack down on companies and corporations that continue to contribute to environmental problems in our city.

8. Do you support the Hamilton County Sheriff’s department patrolling Over-the-Rhine without being governed by the Collaborative Agreement? (50 words)

The sheriff’s patrols do an excellent job however, the Cincinnati Police Department should be held responsible for patrolling Over-the-Rhine. Over 65% of the city’s budget is allocated for public safety. We should do our own patrolling of Over-the-Rhine.

9. Do you support the following tax levies? (25 words)

- Cincinnati Public Schools Yes.

- Hamilton County Mental Health Services Yes.

- Hamilton County Senior Services Yes.

10. Would you continue to cut funding for health clinics? (50 words)

Absolutely not. It is shameful that our City Council cut our City Health Clinics in the last budget.

As co-chair of the NAACP Political Action Committee let me point out that Mr. Winburn was given the same notice as many of the other candidates. Some candidates were sent the questionnaire later due to unavailability of email contact information. But Mr. Winburn was not among those candidates.
